Assignment Title: Consulting service for Development of Parking Strategy and Management Plan.

Reference No.: STRA-C2

Mongolia through its Ministry of Finance has received financing from the International Bank for Reconstruction and Development to support the Ulaanbaatar Sustainable Urban Transport Project (USUTP), and intends to apply part of the proceeds for consulting services.

This consulting services (the “Services”) is to develop a Parking Strategy and Management Plan for Ulaanbaatar. The objectives of this assignment are to (i) analyze parking related legal, institutional, and technical situations in Ulaanbaatar by conducting a full diagnostic and an assessment; (ii) develop a Parking Management Plan, Parking Policy, and Parking Strategy; (iii) develop technical specifications of the Smart Parking Management System (SPMS) and equipment; (iv) develop Ulaanbaatar’s parking standards, guidelines and standard drawings;  (v) prepare design drawings for parking infrastructure for selected USUTP Corridors  and for other selected locations; and (vi) prepare bidding documents and assist in the bidding for the SPMS tender.

The anticipated date for commencement of the service is in the second quarter of 2023 and the tentative duration of the assignment is 6 months.

The Municipality of Ulaanbaatar invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria for interested firms are:

• At least 15 years of general experience;
• Significant experience in successfully undertaking parking study, developing parking policy, strategy, management plan, designing and implementing Smart Parking Management System at international level. Demonstrate successfully completed at least 3 similar assignments over the last 10 years ( provide evidence documents for such similar assignments);
• Experience in preparing design drawings for parking infrastructure, technical specifications and procurement documents for parking management systems, developing parking standards, guidelines; and
• Organizational capability of the firm for the assignment.

If selected for contract award, the Consulting Firm shall provide a team comprising professional staff from diverse backgrounds related to the transport sector, to cover all the needed issues. If selected for contract award, the  Consultant’s team is expected to have a presence in Ulaanbaatar, working closely with counterparts of the Municipality of Ulaanbaatar and staff from other relevant agencies if required. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (Revised in November 2017, August 2018 and November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consulting firm will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
